I enclose copies of reports by

Drs. J. Bell, and W. B. A. Moore, of 2 letters addressed

to Mr. Nicholas and of 2 letters written by him.

As he declined to appear before

the Executive Council to answer the charges brought against

him and had admitted in his letter of the 30th. April that

the charge of being under the influence of alcohol whilst

on duty was correct, I deemed it unnecessary to call upon

Drs. Bell and Moore and Wardmaster Egerton to appear before

the Council to give oral evidence, but considered that the

reports before me and the admission of Mr. Nicholas were

adequate grounds for suspending him.

I have accordingly caused him to

be informed that he has been suspended and that he will

draw half salary for the period 27th. April to 3rd. May

inclusive and that he will thereafter receive no salary.

6.

I transmit an extract of the minutes

of Council and ask for Your Lordship's approval and con-

-firmation of the course and decision taken. If confirmed

arrangements will be made locally for filling the vacancy.
